The Veterans Health Administration is seeking a prime‑vendor actuarial consulting firm to provide comprehensive health‑care projection modeling, enrollment and cost analyses, and related advisory services over a five‑year period. The effort includes maintaining the Enrollee Health Care Projection Model (EHCPM), producing annual updates, delivering numerous specialized models (e.g., CHAMPVA, PCAFC, newborn care), and providing training and briefing support for VA leadership and external stakeholders. The work will be performed nationwide with on‑site support in Washington, D.C., and requires significant consulting capacity (35‑40 k hours per year) and senior actuarial expertise.
• Maintain and annually update the VA Enrollee Health Care Projection Model (EHCPM) and related actuarial models.
• Produce enrollment, utilization, cost, and reliance forecasts for a 21‑year horizon across >150 health‑care service categories.
• Deliver supplemental models (CHAMPVA, PCAFC, newborn care, fertility, mental‑health, RCS, etc.) and provide training, briefings, and transparent reporting tools.
• Provide 35‑40 k consulting hours annually, with surge capacity of 1.5‑3.5 k hours per month and approximately six Washington, D.C. site visits per year.
• Staff must include an ASA‑qualified Program Manager and FSA‑qualified Principal Actuaries with ≥5 years health‑care actuarial experience, plus SAS/SQL expertise.
