State Library of Iowa IMLS 5 Year Evaluation Consultant

The State Library of Iowa is seeking an independent consultant to conduct the five‑year evaluation of its IMLS‑funded Library Services and Technology Act (LSTA) program. The consultant will collect statewide data through interviews, surveys, focus groups, and other methods, review existing program data, and produce both a preliminary and a final evaluation report that meets IMLS standards. The work includes delivering raw data, optional in‑person presentation, and may be extended via renewal periods at the agency’s discretion. • Conduct comprehensive data collection (interviews, surveys, focus groups) across Iowa’s library ecosystem. • Analyze and evaluate the 2023‑2027 LSTA plan against IMLS goals, population focus, and process criteria. • Deliver a preliminary report by 31 Dec 2026 and a final report (≤ 25 pages) by 30 Mar 2027, plus raw data and optional presentation.
