The State of Delaware is seeking a qualified vendor to provide comprehensive group dental insurance for approximately 83,000 state employees, retirees, and eligible non‑payroll groups. The contract will replace the existing DPPO and DHMO plans with a new dual‑option Dental PPO (High and Low) that begins July 1 2027 and runs for a three‑year base term, with up to two one‑year extensions. The award includes responsibilities for network development, claims processing, enrollment and payroll integration, member‑portal services, communications, and compliance with federal, state and security requirements.
• Deliver a dual‑option Dental PPO (high‑benefit and low‑benefit) covering preventive, basic, major and orthodontic services.
• Provide a robust Delaware‑wide provider network, recruit additional providers (especially in Sussex County), and maintain network‑quality metrics.
• Manage claims processing, electronic enrollment feeds, member‑service call center, web/portal access, and reporting (quarterly, monthly, semi‑annual) in accordance with performance guarantees.
• Meet strict data‑security, HIPAA, Section 508 accessibility, and cyber‑liability insurance standards; no offshore work or subcontracting without prior State approval.
