Description

The Village of Oak Park is seeking a qualified firm (or consortium) to provide end‑to‑end administration of its self‑insured workers’ compensation program. The contractor will be responsible for claim intake, investigation, medical‑bill handling, reserve management, sub‑rogation, regulatory reporting, and delivery of advanced analytics dashboards, as well as optional ancillary services such as bill review and nurse case management. The contract is a five‑year base term beginning July 1 2026 with two one‑year renewal options and includes a CPI‑capped price adjustment. The Village will supply hardware and data lines for system access, and the contractor must meet Illinois licensing, insurance, and confidentiality requirements. • Full claims lifecycle management (review, investigation, payment, reserves). • Reporting to Village, excess carriers, and regulatory agencies, plus custom analytics dashboards. • Optional ancillary services (bill review, PPO network, sub‑rogation recovery) under the contractor’s direct supervision.

Budget estimate

$2,000,000 – $5,000,000

The RFP does not disclose a maximum contract value; however, municipal workers’ compensation administration contracts of this size typically range from $500 k to $2–3 M per year, depending on claim volume and ancillary services. Assuming a mid‑range annual fee of $800 k over a five‑year base term, the total contract value could be roughly $4 M, with potential extensions adding another $1–2 M. Therefore, a reasonable estimate is $2 M to $5 M over the full contract period.
