HI FLAP CR562(1) Kilauea Point

The Federal Highway Administration plans a major roadway improvement at Kilauea Point National Wildlife Refuge to enhance pedestrian and bicycle access and overall safety. The project includes installing a new sidewalk, resurfacing the existing roadway, adding guardrails, curb and gutter, constructing two mini‑roundabouts, and providing accessibility ramps and pedestrian crossings along approximately 1.70 mi of Route 562. Construction is scheduled to begin in January 2027 and run through January 2028, with an estimated cost between $10 M and $20 M. • Install 5,670 sq yd of concrete sidewalk and 34 concrete accessibility ramps. • Perform pavement rehabilitation, full‑depth pavement on aggregate base, and reconstruction of the existing turnaround. • Provide curb, gutter, guardrail, two mini‑roundabouts, striping, and pedestrian crossings to create a safe, accessible corridor for pedestrians and cyclists.
