The Commonwealth of Kentucky, through its Tourism, Arts & Heritage Cabinet, is seeking a qualified vendor to deliver a full‑service marketing and advertising program that promotes tourism, cultural events, historic sites, and related economic activities across the state. The contract will be a master agreement allowing the vendor (or approved subcontractors) to develop strategic campaigns, create digital, print, TV, radio, and out‑of‑home content, manage media buying, produce multimedia assets, conduct market research, and provide analytics reporting. The vendor must retain ownership of all creative deliverables for the Commonwealth, supply files in editable formats, and comply with state AI and data‑privacy policies. Reimbursement for out‑of‑pocket production costs is possible with prior approval.
• Scope includes brand strategy, campaign concepting, creative design, video/photography, web design, paid social, media planning & placement, and post‑campaign analytics.
• Vendor may subcontract but remains fully responsible for performance and must obtain prior approval for any subcontractors.
• Required deliverables: editable digital assets, backup files, and performance reports within five days of project completion.
• Compliance with Kentucky procurement rules, insurance requirements, AI policy, and nondiscrimination statutes is mandatory.
