The Kentucky Department of Fish and Wildlife Resources (KDFWR) is seeking a qualified civil engineering firm to provide professional, non‑construction services for multiple “Fee In Lieu of” (FILO) stream and wetland mitigation projects throughout three geographic regions of Kentucky in calendar year 2027. The work is on a “on‑call” basis; firms will be awarded contracts per region and called upon as projects arise. Scope includes site identification, boundary surveys, easement work, topographic and biological surveys, NEPA/Section 106/ESA coordination, permit acquisition (USACE 404, KDOW WQC, KPDES, floodplain permits, etc.), conceptual and detailed engineering design, utility relocation design, adaptive‑management plans, construction oversight, post‑construction monitoring (minimum 7 years for streams, 10 years for wetlands), and data management. Each individual project’s design phase is expected to be completed in 4‑7 months, with a projected design budget of roughly $1 million per project. The contract will be awarded to up to three “on‑call” firms (one per region) after a shortlist meeting (Nov 6, 2026) and interviews (Nov 17, 2026).
