Lewis County is seeking a qualified geotechnical engineering consulting firm to provide on‑call services throughout 2027 for a variety of public‑works projects, including Rural Arterial Program, FEMA, HUD, and County TIP funded projects. The contract will be a negotiated‑hourly A/E services agreement, issued on a task‑order basis as projects arise. The selected firm must have Washington‑state licensed geotechnical engineers or geologists and be able to respond quickly to emergency or short‑notice work. The overall contract value is capped at $350,000 with a one‑year base term and an optional second year.
• Services: site investigations, drilling, sampling, lab testing, slope stability analysis, foundation design, bridge and culvert design, construction observation, emergency response, and related geotechnical consulting.
• Delivery: task‑order assignments; each order must be authorized in writing before work begins.
• Evaluation criteria: competence (20%), resources (20%), availability/response time (25%), past experience (10%), performance evaluations (10%), schedule adherence (10%), sub‑consultant plan (5%).
