The City of Indianapolis Department of Business and Neighborhood Services (DBNS) is seeking qualified engineering and consulting firms to provide comprehensive plan‑review services for structural, storm‑water, and transportation projects throughout the city. The solicitation is a qualifications‑based pre‑selection (RFQual) that will lead to professional‑service agreements for a two‑year term beginning July 1 2026. Firms must demonstrate staffing capacity (minimum two qualified reviewers), appropriate certifications, and the ability to meet a five‑day turnaround for reviews.
