Master Planning Design Services for High Meadows Property

The State of Connecticut’s Department of Administrative Services (DAS) is seeking an experienced architectural and planning consulting firm to develop a Master Plan for the former state‑run facility at the High Meadows property in Hamden. The consultant will provide comprehensive project‑management, design, and construction‑administration services covering all phases from initial project kickoff through final design documents and optional construction‑phase support. • Task 1 – Project Management: establish schedule, conduct regular status meetings, produce monthly progress reports and minutes. • Task 2 – Design Reports: produce Conceptual Design Report (30 % plans), topographic surveys, utility coordination studies, and preliminary cost estimates. • Task 3 – Detailed Design & Construction Docs: develop full AutoCAD drawings, specifications, cost estimates, and manage BOE review cycles (Schematic → 90 % → Final). • Task 4 – Bidding Assistance: attend pre‑bid meetings, prepare minutes, issue RFI responses and addenda. • Task 5 – Construction Phase Services (optional): provide construction administration, shop‑drawing review, site inspections, and record‑drawing preparation. The final Master Plan will serve as a roadmap for phased residential redevelopment, infrastructure planning, and economic viability of the High Meadows site.
