KY Public Service Commission Net-Metering Consultant

The Kentucky Public Service Commission is seeking a consultant to provide net metering consulting services. The consultant will assist the Commission in determining the compensation rate for production and cost rate for service of net-metered customers. This will involve reviewing and analyzing proposed net metering applications and tariffs from jurisdictional utilities as rate cases are filed. The consultant will also analyze and evaluate utility rate applications as they relate to net metering compensation and rates applied to net metering customer usage. The consultant will provide ongoing analytical support to Commission staff and assist in the preparation, review, and analysis of discovery requests and responses. The consultant will also participate in Commission hearings during net metering rate case proceedings. The scope of work includes supporting Commission staff with review and analysis of proposed net metering applications and tariffs from jurisdictional utilities as rate cases are filed, analyzing and evaluating utility rate applications, reviewing and analyzing utility rate applications, and providing ongoing analytical support to Commission staff. Key aspects of the job include: • Reviewing and analyzing proposed net metering applications and tariffs • Analyzing and evaluating utility rate applications • Providing ongoing analytical support to Commission staff • Participating in Commission hearings • Assisting in the preparation, review, and analysis of discovery requests and responses • Developing and submitting a projected budget for each assigned case • Analyzing and advising Commission staff regarding the impact of environmental compliance costs on net metering rates. Some of the key deliverables include: • A detailed work plan • A proposed solution • A cost proposal • A technical proposal • A transmittal letter • A sworn statement • A signed and notarized required affidavit for bidders or offerors Some of the key qualifications and experience required for this role include: • Experience in rate making and rate design • Demonstrated understanding of processes for regulated utilities • Experience in the design or evaluation of utility rates of regulated utilities • Experience with net metering compensation and rate design associated with distributed energy resources or grid modernization • Experience with assisting and training utility regulatory commission staff with utility rate design and evaluation • Experience in determination, calculation, and analysis of avoided cost rates, particularly for utilities participating in markets with locational marginal pricing.
