The South Dakota Department of Transportation is seeking a vendor to design, procure, install, integrate, test, train on, and operate a statewide Active Traffic Management System (ATMS). The solution must monitor, control, and coordinate all existing ITS assets—including cameras, dynamic message signs, variable speed limit signs, weather sensors, AVL, and other field devices—across the state highway network. Three hosting options (vendor‑hosted SaaS, State‑hosted on‑premises, and State‑cloud PaaS) are required, each with full security, data‑governance, and compliance provisions. The contract includes design, build, testing, training, go‑live, and multi‑year operations and maintenance.
• Integrate with a wide inventory of existing hardware (≈ 800 cameras, 200+ DMS, 100+ VSL, etc.) and ensure seamless data exchange with GIS, 511, CAD, and other legacy systems.
• Deliver a cloud‑based or on‑premise solution meeting stringent BIT security policies (MFA, encryption, vulnerability scanning, background checks, and no use of prohibited hardware).
• Provide full lifecycle services: system architecture, data migration, user training, 24 × 7 support, and maintenance through Jan 31 2028 (optional extension to 2031).
