The Naval Special Warfare Command (NSWC) is issuing a Commercial Solutions Opening (CSO) to acquire advanced maritime boarding and survivability equipment for Special Operations Forces. The solicitation targets commercial‑off‑the‑shelf (COTS) or near‑COTS solutions that can modernize ship‑scaling, powered ascenders, rapid hook/grapnel delivery, and integrated ladder systems for high‑risk VBSS and maritime interdiction missions. Offerors submit a Phase I solution brief (white paper) by 26 Oct 2026; successful concepts may be invited to a Phase II demonstration (cost at offeror’s expense) and ultimately to a Phase III proposal that could result in a firm‑fixed‑price contract or an Other Transaction (OT) agreement.
