RFP136: Peer Mental Health Patient Representative - Psychiatric Residential Treatment Facility

The State of Vermont’s Department of Mental Health is seeking a peer‑run organization to provide full‑time equivalent Peer Mental Health Patient Representative services for youth residing in a Psychiatric Residential Treatment Facility. The contractor will hire, train, and supervise a Mental Health Patient Representative who will conduct weekly virtual check‑ins, educate patients on rights and grievance processes, act as a liaison with facility staff, develop an MOU, and deliver detailed monthly and quarterly performance reports. The contract is a two‑year base term with an option to extend up to three additional years, and proposals must be submitted electronically via VT Buys by mid‑April. • Hire, train, and supervise an FTE Peer Patient Representative for youth in a PRTF. • Provide weekly virtual advocacy sessions, rights education, and act as liaison between patients and facility staff. • Submit monthly service updates and quarterly performance metrics; develop a formal MOU with the facility. • Required insurance includes $1 M Sexual Abuse & Molestation coverage; climate‑change certification required if bid > $25 k. • Evaluation is 75 % technical (company overview, scope, timeline, reporting) and 25 % cost.
