Safe Streets and Roads for All Safety Action Plan and Planning Guidelines

The County of Stanislaus is soliciting a qualified consulting firm to develop a comprehensive Safe Streets and Roads for All (SS4A) Safety Action Plan (SAP) and Complete‑Streets Guidelines for its unincorporated areas. The consultant will conduct safety data analysis, equity and environmental assessments, public outreach, policy and design‑guideline reviews, and produce an implementation plan with deliverables ranging from GIS‑based safety condition reports to final public presentations. The work is structured into nine major tasks, requires monthly reporting, and culminates in a publicly‑facing final SAP presented to the Board of Supervisors. • Perform five‑year crash‑data analysis, identify high‑collision sites, and develop countermeasure recommendations. • Lead blended online/in‑person public engagement, including Spanish‑language outreach and performance‑dashboard creation. • Conduct equity, environmental, and Justice‑40 analyses to ensure underserved communities are addressed. • Review existing transportation policies, draft rural and urban design guidelines, and produce a detailed implementation roadmap. • Deliver a draft SAP for public comment, incorporate feedback, and present the final SAP to county decision‑makers.
