Description

The Town of Chapel Hill is seeking a qualified development partner to design, finance, and construct an affordable‑housing component on a 4‑acre, town‑owned parcel that will also accommodate a new fire station. The partner will work under a long‑term (approximately 99‑year) ground‑lease, leverage Low‑Income Housing Tax Credits, and coordinate closely with municipal agencies for permitting, community outreach, and phasing of fire‑station construction. The scope includes site planning, securing financing, assembling a development team, and delivering a mixed‑use, transit‑oriented project that serves households earning ≤ 60 % of Area Median Income. • Develop a comprehensive affordable‑housing plan (unit mix, design, sustainability, community amenities). • Lead financing strategy, including LIHTC, gap funding, and private equity, and provide detailed cash‑flow models. • Manage permitting, entitlements, and coordination with the fire department’s new‑station schedule (housing construction to commence after winter 2027). • Conduct community engagement and public outreach throughout the project lifecycle. • Assemble and oversee the construction team, ensuring compliance with town‑issued fee waivers and insurance requirements.

Budget estimate

$5,000,000 – $12,000,000

No explicit contract value is disclosed, but comparable affordable‑housing development projects of similar size (≈ 100 units plus a fire station) typically involve developer fees ranging from 5 % to 10 % of total construction costs, which for a mixed‑use project of this scope often falls between $50 million and $150 million. Assuming a median total cost of $100 million, the developer’s fee (and associated consulting services) could be roughly $5 million to $10 million. Therefore a realistic budget estimate for the consulting and development‑partner role would likely fall in the $5 million–$12 million range, depending on financing structure, tax‑credit equity, and any additional grant contributions.
