RFP for PLHA Funded Affordable Rental and Ownership Housing Development

Yuba County is soliciting proposals from for‑profit and nonprofit developers to use $391,514 of PLHA funds as gap‑financing for affordable rental and ownership housing (≤120% AMI) in unincorporated areas. Funding will be provided as a fully deferred, low‑interest loan with a 55‑year term, usable for pre‑development, acquisition, construction, rehabilitation, and preservation, including up to four rental units and mandatory ownership units. Projects must be site‑controlled at application, meet strict timelines (new construction ≤48 months, acquisition/rehab ≤24 months, rehab‑only ≤18 months), and be leased up within six months of completion. Priority is given to seniors, people with disabilities, and families; designs must incorporate accessibility, community amenities, and proximity to services.
