Description

The Workforce Solutions Borderplex is seeking an external monitor to conduct an annual independent review of the Child Care Quality program. The selected consultant will assess current program operations for alignment with applicable funding requirements, review and evaluate program expenditures, and offer guidance to support effective and compliant resource allocation. The key responsibilities of the external monitor include conducting one annual review of Child Care Quality program activities, evaluating compliance with Texas Workforce Commission guidelines and applicable federal requirements, and providing a final monitoring report that includes findings, recommendations, and corrective actions. • The external monitor will utilize a risk-based monitoring approach to determine sample size, areas of review, and level of testing. • The external monitor will evaluate fiscal and programmatic processes to ensure expenditures are properly documented, allowable under funding guidelines, and aligned with program objectives. • The external monitor will present results to WSB leadership and answer questions as requested. • The external monitor will be available for follow-up questions and clarification after submission of the final report.
