Community Solar Subscriber Coordination Services

Howard County is seeking a qualified contractor to provide end‑to‑end subscriber coordination and program‑management services for its 4‑MW Community Solar Program. The contractor will handle subscriber acquisition, onboarding, customer service, utility coordination, compliance reporting, low‑income verification, and compensation to nonprofit partners, as well as maintain an online portal and meet performance metrics. The work is a one‑year contract with up to five optional one‑year renewals, requiring relevant Maryland licensing, insurance, and adherence to living‑wage and EBO subcontracting goals. • Provide full lifecycle subscriber acquisition, onboarding, and ongoing customer service for community‑solar participants. • Manage utility interactions, billing verification, and state/utility compliance reporting, including low‑income verification documentation. • Coordinate and compensate nonprofit organizations that refer subscribers, maintain a real‑time data portal, and submit monthly performance reports. • Meet insurance, background‑check, and equal‑business‑opportunity (15% subcontracting) requirements; comply with living‑wage rules if contract value exceeds $100K.
