RFI Surveillance System Consulting

The Peabody Municipal Light Plant (PMLP) is seeking professional consulting services to assess its existing surveillance environment, define future-state surveillance standards and architecture, evaluate and recommend a replacement Video Management System (VMS) platform, and develop a comprehensive, vendor-neutral Request for Proposals (RFP) for system deployment. The selected consultant will inform a future RFP for a systems integrator to implement the surveillance system. The project aims to expand surveillance monitoring to six additional facilities, including electrical substations, and purchase approximately fifty cameras. The entire project is anticipated to be completed by December 2026, with a total project budget of $180,000. Key aspects of the project include: • Assessing the current surveillance environment • Identifying operational, technical, and cybersecurity gaps • Defining future-state surveillance architecture • Evaluating and recommending a VMS platform • Developing technical and functional standards • Producing a comprehensive, vendor-neutral RFP for system implementation • Assisting in proposal evaluation to ensure consistent technical and financial comparison of vendor submissions
