RFP: Operation and Maintenance of Travel Plazas

The West Virginia Parkways Authority seeks a single Master Tenant to lease, fit‑out, operate, and maintain four travel‑plaza facilities along the West Virginia Turnpike. The tenant will be responsible for interior build‑out, 24‑hour foodservice, retail, restroom and lobby operations, maintenance, and customer‑experience management under a 10‑year lease beginning Jan 1 2028. The authority supplies warm‑shell structures; the tenant must provide all interior improvements, staff, and ongoing operations, meeting ADA and WVPA performance standards.
