The Delaware State Housing Authority (DSHA) is seeking a law‑firm to provide professional legal services for one or more of three distinct categories: (1) Housing Development/Production counsel supporting multifamily closings, financing, and compliance; (2) Public Housing Authority/Housing Management counsel handling landlord‑tenant, HUD, and RAD matters; and (3) Outside General Counsel for administrative, HR, procurement, FOIA, and policy issues. The solicitation requires a Delaware‑licensed attorney, a Delaware office, $5 million professional liability coverage, and at least five years of relevant experience. Proposals must include firm qualifications, references, transaction examples, and detailed pricing (hourly rates and per‑transaction fees). Evaluation will be weighted toward capacity, experience, approach, V/M/WBE participation, and cost.
