RFP-Flexible Spending and Dependent Care Flexible Spending

The City of Cleveland is seeking a vendor to administer its Flexible Spending Account (FSA) program, which includes Health Care and Dependent Care Flexible Spending Accounts. The selected vendor will be responsible for providing setup, administration, client service, customer service, and management for this program. The contract term will be for one year with two 1-year options to renew. The vendor must be thoroughly knowledgeable and proficient in administration of Flexible Spending Accounts in accordance with Section 125 of the Internal Revenue Code and regulations promulgated thereunder. Some key responsibilities include: * Providing FSA administrative services and recordkeeping system * Ensuring system compatibility with the City's systems * Providing prompt and accurate claims reimbursement turnaround * Maintaining a toll-free call center with favorable hours and customer service * Issuing and managing member debit cards * Providing a member portal to monitor account activity and submit claims * Offering communication processes, such as member notifications via email and U.S. mail * Developing the Plan's non-ERISA summary document detailing Section 125 benefits plan requirements * Implementing the City's FSA Plan account structure * Preparing utilization and accounting reports for use by the City in the financial management and administrative control of the Plan.
