MassAbility is seeking a single vendor to design, develop, implement, and maintain a digital‑wallet/pay‑card platform (“MassAbility Pay”) that will enable participants to make approved purchases and receive reimbursements. The solution must support direct‑to‑vendor payments, participant reimbursements via ACH or digital wallets, and provide robust administrative controls, reporting, and bilingual (English/Spanish) training resources. The contractor must meet stringent Commonwealth security, data‑residency (continental U.S.), WCAG 2.1 accessibility, and supplier‑diversity requirements, and be able to have the system fully functional by February 1 2027. • Develop a standalone digital‑wallet/pay‑card system with ACH, prepaid‑card, and paper‑check capabilities. • Provide configurable approval workflows, spend limits, tax‑exempt handling, and real‑time reporting for MassAbility staff. • Deliver bilingual training (including closed‑captioned/ASL videos) and an ADA‑accessible call center for participant support. • Ensure all data remains within the continental United States, complies with PCI‑DSS, HIPAA, FERPA, and Commonwealth security policies, and retain records through 10/31/2042. • Contract value capped at $15 M, with a mandatory 5 % service‑fee on reimbursable transactions, and a 5‑year base term (optional 3‑year extension).
