Description

Washington Metropolitan Area Transit Authority (WMATA) is soliciting proposals for the Site Lighting Phase 2 Project, which will replace and upgrade lighting infrastructure at multiple Metrorail stations. The contractor must provide all labor, materials, equipment, supervision, permits, testing, commissioning, and related services to remove existing lighting systems and install new LED fixtures, poles, foundations, conduit, wiring, utility boxes, and associated electrical infrastructure. The contract is federally funded and will be awarded to a qualified vendor who can meet WMATA’s technical and schedule requirements. Proposals (technical and price) must be submitted electronically via WMATA’s Procore system by the deadline of 11 / 04 / 2026. All documentation, including the solicitation package, must be requested by emailing the contract administrator. No multiple bids or bid revisions are allowed after submission. • Scope: Full design‑build‑install of LED lighting at several Metrorail stations (materials, labor, permits, testing, commissioning). • Delivery: Hard‑copy/USB/CD submission required; electronic upload to Procore for final files. • Funding: Federal funds (no cost‑plus, fixed‑price likely). • Eligibility: DBE‑designated solicitation; vendor must meet DBE requirements. • Timeline: Solicitation opens 10 / 23 / 2026, proposal due 11 / 04 / 2026. • Contact: Jamie L. Morton, Contract Administrator – Construction ([email protected]).

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a contract value. Based on typical transit‑station lighting retrofits, a single‑phase LED upgrade across several stations can range from a few million dollars to low‑double‑digit millions, depending on the number of stations, pole counts, and ancillary work (permits, testing, commissioning). Assuming 5‑10 stations with an average of 150 fixtures per station at $300‑$500 per fixture (including labor, poles, foundations, and electrical work), the total could be roughly $4 M‑$12 M. Adding engineering oversight, project management, and contingency pushes the estimate to approximately $5 M‑$15 M. Therefore, a reasonable budget estimate is $5 million to $15 million.
