Family First Program Intermediaries

The Colorado Department of Human Services (CDHS) is seeking proposals from National Program Organizations (NPOs) or vendors designated by NPOs to serve as Program Intermediaries for the Family First Prevention Services Act (FFPSA) in Colorado. The selected vendors will provide oversight, monitoring, and technical assistance to local program sites delivering evidence-based prevention services to high-risk families and youth. The services include Child First, Functional Family Therapy (FFT), Parents as Teachers (PAT), Healthy Families America (HFA), and Fostering Healthy Futures – Preteen (FHF-P). The contract term is expected to be from September 1, 2026, to June 30, 2027, with the option to renew for up to four additional years. • The vendor must demonstrate experience in collaborating with state and county staff to identify and promote opportunities for federal reimbursement through FFPSA. • The vendor must outline their approach to providing ongoing technical assistance, coaching, and operational support to local program sites. • The vendor must describe their methodology for ensuring and tracking provider qualifications, ongoing annual training mandates, and ongoing model adherence across multiple program sites. • The vendor must explain how they will collaborate with designated evaluation and research partners to fulfill rigorous program evaluation requirements and support evidence-building activities.
