The Oregon Health Authority (Public Health Division) is seeking a qualified contractor to provide panel survey services for the Oregon Behavioral Risk Factor Surveillance System (BRFSS) State Supplemental Panel Survey. The work includes recruiting both probability‑based and non‑probability online panels, programming and testing the survey instrument, administering two survey waves (Spring 2027 and Fall 2027), delivering preliminary and final weighted data sets, and producing a methods summary report. The contract will run for an initial two‑year period with options to extend up to five years total. Key deliverables are tied to strict timelines, and the contractor must manage incentives, quality‑assurance procedures, and maintain confidentiality of respondent data.
• Recruit ~1,000 respondents per panel type for each wave (probability & non‑probability).
• Program, test, and field the survey, handling invitations, follow‑ups, and incentive distribution.
