The Tennessee Department of Transportation (TDOT) issued an RFI to gauge vendor capability to design, manage, and operate an Employee Safety Footwear Program for roughly 2,500 field staff. The vendor would be responsible for program management, annual footwear allowances, collection of size/style data, ordering, receiving, inventory storage, distribution, and comprehensive troubleshooting. All employee data is classified as “State Data” and must be handled in strict compliance with extensive security, encryption, audit, and residency requirements (e.g., U.S.-only data storage, FIPS‑validated encryption, SOC 2 Type 2, PCI‑DSS, FedRAMP, incident‑reporting, AI restrictions, etc.). Responses to the RFI are a prerequisite for any future solicitation (RFQ/RFP) for the program; no pricing is required at this stage.
• Manage end‑to‑end lifecycle of safety footwear for ~2,500 TDOT field employees.
• Collect and maintain employee size/style information, place orders, store inventory, and distribute footwear annually.
• Meet rigorous security and compliance mandates (U.S. data residency, FIPS encryption, SOC 2, PCI‑DSS, FedRAMP, 24‑hour breach reporting, etc.).
• Submit a completed Technical Informational Form with legal sign‑off on ability to meet all Attachment A requirements by February 26 2026.
