City of Mesa issued an RFP to develop a city‑wide electric‑vehicle (EV) charging network funded in large part by a federal Charging and Fueling Infrastructure (CFI) grant. The master developer will be responsible for financing, designing, constructing, and operating multiple charging hubs—including neighborhood, fast‑charging, and public‑fleet locations—while meeting equity, sustainability, and grid‑integration requirements. The contract runs for a five‑year base period with options to extend, and the vendor must front the full project cost and later receive up to 80 % reimbursement from the federal grant.
• Deliver a minimum of four neighborhood charging hubs (each with ≥ 16 Level‑2 ports and ≥ 8 DC fast‑charging ports) and two public‑fleet hubs (each with ≥ 8 fast‑charging ports).
• Provide solar canopies, micromobility chargers, ADA‑compliant infrastructure, and integrated load‑management with local utilities.
• Develop and execute a comprehensive project management plan covering site acquisition, design, permitting, construction, five‑year operations & maintenance, data reporting, workforce‑development, and equity‑focused outreach.
• Ensure compliance with federal regulations (Buy‑America, 23 CFR 680, Title VI, NEPA, etc.) and maintain detailed financial and performance reporting for grant reimbursement.
• Offer a financial structure that fronts the full $14.87 M project cost, secures a $2.97 M local match, and recovers up to $11.9 M through the grant, while delivering a viable return‑on‑investment model.
