RFP-Technical Compliance Consultant for Broadband Infrastructure Deployment Projects

The Rhode Island Commerce Corporation is seeking a qualified consulting firm to provide technical compliance oversight for broadband infrastructure projects funded by the U.S. Treasury’s Capital Projects Funds (CPF) and the NTIA’s BEAD program. The consultant will certify that network designs meet speed and latency requirements, conduct site visits, review invoices, and supply ongoing technical advice throughout the project lifecycle. The effort includes intensive CPF certification work (approximately four months) and multi‑year monitoring of BEAD deployments, all within a total budget of roughly $230 K. • Review and certify CPF sub‑grantee network designs, speed‑test results, and optical power levels. • Develop and execute a BEAD monitoring plan, including design reviews, on‑site inspections, and speed‑test verification for each project area. • Provide continual consultation, weekly reporting, and project‑closeout documentation while ensuring compliance with evolving federal and state guidelines.
