Evaluation of Vermont’s Rural Healthcare Transformation (RHT) Program

The Agency of Human Services is seeking a contractor to evaluate Vermont's Rural Healthcare Transformation (RHT) Program. The contractor will be responsible for designing, implementing, and deploying an evaluation of the RHT Program, including quarterly updates, annual reports, and an interactive dashboard of RHT performance. The contractor will also be responsible for assessing the feasibility of metrics, establishing baselines and targets, and developing a measurement framework. The contract will be for a period of 14 months with an option to renew for up to three additional 12-month periods and one additional 10-month period. Key aspects of the job include: • Designing and implementing an evaluation of the RHT Program • Developing and deploying an interactive dashboard of RHT performance • Assessing the feasibility of metrics and establishing baselines and targets • Developing a measurement framework • Providing quarterly updates and annual reports • Conducting ad hoc analysis and producing ad hoc materials as needed
