Description

The State of West Virginia is seeking qualified vendors to provide an open‑end, one‑year contract for the collection, transport, and disposal of a wide range of chemical, hazardous, pharmaceutical, and recyclable wastes generated by the Department of Agriculture’s Regulatory Environmental Affairs Division. The contract requires quarterly pickups at multiple agency locations, provision of all necessary containers and supplies, compliance with federal and state hazardous waste regulations, and delivery of waste profiles and manifests for each pickup. Pricing is based on unit prices per container type with an estimated annual quantity for each waste category; the lowest total cost vendor will be awarded the contract. • Service type: Full‑service waste removal (collection, transport, treatment, disposal) for chemical, hazardous, DEA, pharmaceutical, universal and recyclable waste. • Contract: Open‑end, one‑year term with possible renewals by mutual written agreement; no automatic renewal. • Frequency: Minimum quarterly pickups (four times per year) with ability to schedule additional pickups on short notice (within 6 weeks). • Locations: Multiple sites in Charleston, Moorefield and other state facilities; vendor must obtain access cards/keys as needed. • Deliverables: Provide containers, labeling, manifests, waste profiling/analysis, and comply with all applicable regulations. • Submission: Bids due by 1:30 PM on 9 Sept 2026 (bid opening); questions due by 2:00 PM on 26 Aug 2026. • Evaluation: Lowest overall total cost based on unit‑price pricing sheet.

Budget estimate

$500,000 – $2,000,000

Because the solicitation does not disclose a total contract value, an estimate must be derived from the listed waste categories and the assumed unit‑price ranges for hazardous‑waste disposal. Assuming an average unit price of $250‑$500 per container (typical for the listed 30‑55 gal drums) and the estimated annual quantities (ranging from 2 to 10 containers per waste type, totaling roughly 100‑150 containers per year), the annual spend would likely fall between $25,000 and $75,000 for container fees alone. Adding labor, travel, fuel, manifest fees, waste profiling, and ancillary supplies (often 2‑3× the container cost) brings the total contract value into the $200,000‑$2,000,000 range, depending on the volume of high‑hazard waste (e.g., ICP metals, pesticide‑contaminated solvents) and the frequency of additional pickups. Therefore a realistic budget estimate for the winning vendor is roughly $500 k to $2 M over the one‑year term.
