Purchase of New York Tier 1 Eligible Renewable Energy Certificates

NYSERDA is seeking to procure Tier 1‑eligible Renewable Energy Certificates (RECs) from large‑scale renewable generation facilities (≥ 25 MWac) that meet the updated Tier 1 eligibility rules. The solicitation is structured as a two‑step process: (1) a Step‑One Eligibility Application due May 19 2026, where proposers must provide NYGATS Tier 1 qualification and basic facility information; and (2) a Step‑Two Bid Proposal, split into a non‑price submission (June 25 2026) and a price submission (July 30 2026).
