A/E Design Services – Building A, 8th Floor Modernization

The Government Publishing Office (GPO) is seeking architectural and engineering (A/E) design services for the modernization of Building A, 8th Floor. The purpose of this amendment is to remove the cost/price proposal requirements and associated evaluation factors to ensure compliance with the Brooks Act. The solicitation requires offerors to submit a proposal consisting of seven volumes, including a technical capability statement, design management approach, key personnel, draft schedule, past performance, and cost/price proposal. The evaluation factors for award include price evaluation criteria, which will determine whether the proposed price is fair and reasonable and complete. • The proposal must be submitted as an Adobe PDF Portfolio. • The portfolio shall consist of seven volumes. • Each volume must be enclosed as a separate file in the PDF portfolio. • The required volumes include technical capability, design management approach, key personnel, draft schedule, past performance, and cost/price proposal. • The price proposal must include a narrative that explains the basis for the proposed price. • The offeror must provide a clear and thorough explanation for each budgeted line-item amount and/or unit quantity.
