2026-009 Comprehensive Zoning Update

The Town of Salem, NH is seeking a qualified planning consultant to assist the Salem Planning Board in the comprehensive update of Salem's Zoning Ordinance. The update will implement key goals, policies, and recommendations set forth in the 2025 Town-wide Master Plan. The selected consultant will conduct a comprehensive regulatory audit, public outreach, and recommend gaps and areas for improvements to the existing Ordinance. The project is expected to begin in the fall of 2026 and be completed no later than 18 months from the date of project commencement. • The consultant will conduct a comprehensive regulatory audit to identify inconsistencies, gaps, and outdated provisions in the existing Zoning Ordinance. • The consultant will conduct public outreach, including in-person attendance at Planning Board and Town Council meetings, public input events, and remote attendance at staff meetings. • The consultant will recommend gaps and areas for improvements to the existing Ordinance, including dimensional standards, building type and lot standards, streetscape standards, parking and access standards, and landscape standards. • The consultant will prepare a revised, comprehensive draft language for the Revised Zoning Ordinance, including graphic content to improve ability for interpreting and communicating dimensional standards and design preferences.
