Financial, Economic & Community Value of Public Transit in SD

South Dakota’s Department of Transportation is seeking a qualified research contractor to develop a comprehensive, evidence‑based assessment of the statewide public‑transit system’s economic, health‑care and community impacts. The study will inventory all transit providers, conduct surveys and interviews, model future demand, quantify economic and employment effects, and estimate health‑care cost avoidance and aging‑in‑place benefits. Deliverables include technical memoranda, executive summaries, a full final report, data sets, models, and an executive presentation to the SDDOT Research Review Board. • Conduct a full inventory of 22 transit providers and survey 13 specialized agencies. • Perform economic‑impact analysis using IMPLAN or comparable modeling tools. • Analyze Medicaid and other health‑care data to estimate cost‑avoidance from transit services. • Produce technical memoranda, one‑page impact briefs, a 508‑compliant final report, and an executive presentation. • Coordinate with state agencies (Veterans, Labor, Health, etc.) and deliver results within an 18‑month schedule, funded at $150,000.
