RFP 2026-015 Fuel - 3 Year Contract Addendum

Webb County is seeking qualified vendors to provide regular unleaded gasoline (87 % octane) and #2 diesel fuel, together with delivery services, to County facilities in Laredo, TX. Pricing will be based on the weekly OPIS Low Laredo Rack price plus applicable taxes, freight, environmental fees and a fixed vendor markup per gallon, which must remain constant for the contract term. The contract is for an initial three‑year period with the option for two additional one‑year renewals, subject to budget and performance. Vendors must submit required certifications, insurance, and compliance forms, and will be evaluated on price (50 %), references (15 %), delivery capability & emergency response (15 %), fuel quality/compliance (10 %), and overall qualifications/financial capacity (10 %).
