Description
The Maryland Department of Service and Civic Innovation (DSCI) seeks a qualified third‑party administrator to operate the Maryland Member Assistance Fund for a one‑year term. The contractor will manage an online portal, intake applications, verify eligibility, communicate with applicants, disburse funds, and provide regular reporting while maintaining confidentiality and security. The contract is a small procurement with a maximum fee of $100,000; assistance funds themselves are pass‑through and not counted toward the contractor’s fee.
• Administer up to ~200 assistance applications in the first year
• Operate a secure, cloud‑based application portal (mobile‑friendly)
• Verify eligibility, make funding determinations, and disburse payments (electronic & mailed) within 2‑5 business days (electronic) or 7‑14 days (check)
• Provide monthly activity reports, trend analysis, and an annual summary
• Ensure data security (SOC 2 or equivalent) and compliance with federal‑state funding rules
• Optional virtual pre‑proposal meeting on Oct 21, 2026; questions due Oct 23, 2026; proposal due Nov 6, 2026.
