TOS JJ-102: PARKING OPERATOR REVENUE AUDIT

The City of Los Angeles is seeking a consultant to conduct an audit of the current parking operator's revenue collection and reporting processes. The audit will assess the accuracy and completeness of revenues collected, reported, and withheld by the parking operator during the non-contractual period. The consultant will evaluate the operational status and transactional accuracy of the revenue-collection activities and equipment operated by the parking operator. The scope of work includes assessing the current contractor's revenue control process, verifying revenue collection and funds withheld, assessing manual collections, assessing electronic sales equipment and website, reconciliation and reporting, and conducting interim virtual check-in meetings. • The audit will cover the non-contractual period. • The consultant will submit a formal audit report detailing the objectives, scope, methodology, findings, and recommendations related to the parking operator's revenue activities during the non-contractual period. • The consultant will provide plans, specifications, and requirements for the selected subconsulting work. • The consultant will negotiate in good faith with subconsultants and evaluate their bids and proposals. • The consultant will provide bond, lines of credit, and insurance assistance to subconsultants.
