RFP Job No. 26-06, Energy Savings Performance Contracting

The County of Kauaʻi Department of Water is seeking an Energy Savings Performance Contract (ESPC) to modernize its water‑utility facilities, reduce electricity and water consumption, and improve system resilience. The selected ESCO will develop a project approach for at least three facilities, conduct an Investment‑Grade Audit (IGA), design and install approved energy‑ and water‑conservation measures (ECMs/WCMs), and provide ongoing measurement‑and‑verification, operation, and maintenance services. The contract term may be up to 20 years, with construction of the first set of measures required within two years of the Notice to Proceed. Financing will be arranged by the ESCO, with payment tied to guaranteed savings. • Scope includes Pua Loke Baseyard & Admin Buildings, Kapaia Surface Water Treatment Plant, and Kilohana Wells complex. • Required deliverables: project approach, IGA report, guaranteed savings agreement, design documents, installation schedule, M&V plan, and training. • Mandatory pre‑bid conference on Aug 3, 2026; proposal due Aug 17, 2026. • Award expected Sep 2026; contract length up to 20 years. • Contractor must handle permitting, hazardous‑material compliance, and full lifecycle maintenance.
