Ecology GROSS Grant Regional Stormwater Education - Phase 2 Campaign Implementation

The City of Spokane seeks a qualified firm to implement the Phase 2 portion of its GROSS (Grants for Regional or Statewide Significance) storm‑water education campaign. The contractor will take the Phase 1 deliverables (campaign plan, communications plan, toolkit, and creative “Drain Gang” concept) and execute a full‑scale regional outreach effort, including a multilingual website, paid‑media buying, earned‑media tactics, and community‑engagement activities. The effort must achieve defined reach, frequency, and impression targets across Eastern Washington, be delivered within a $100 k ceiling (including media spends), and comply with accessibility and language‑access requirements. • Implement the Regional Communications Plan and produce the “Drain Gang” creative assets. • Design, launch, and promote a campaign website with analytics and drive traffic to municipal partners. • Manage and execute a paid‑media plan (traditional, broadcast, print, digital) to meet reach/frequency/impression goals. • Deliver multilingual (English, Russian, Spanish, Vietnamese, Arabic) toolkit materials that meet ADA/Title II standards. • Provide performance reporting and adjust outreach tactics throughout the Jan‑Apr 2027 media run.
