Delaware Health Care Spending and Quality Benchmark

The State of Delaware is seeking a prime vendor to provide professional services that support the Delaware Health Care Spending and Quality Benchmark program. The work encompasses project management, actuarial and health‑economic analysis, data‑analytics, data‑integration, dashboard development, stakeholder engagement, and meeting facilitation on an ongoing, year‑long basis with optional extensions. • Manage the benchmark program, produce reports, maintain the Benchmark Implementation Manual, and coordinate with DHCC, DHSS, insurers, and federal partners. • Perform actuarial and health‑economic calculations on aggregate payer cost and quality data, develop descriptive measures, and recommend benchmark adjustments. • Conduct data‑analytics, validate and integrate data from insurers (and potentially DHIN/APCD in the future), and build/maintain an interactive online dashboard. • Provide regular stakeholder webinars, technical assistance, and quarterly/annual performance reports; submit monthly usage and subcontractor reports as required. • Deliver all services under a firm‑fixed‑price contract (FFP) with a base term of one year, renewable up to four additional one‑year extensions, and comply with stringent data‑security, insurance, and reporting requirements.
