Description

The Kansas City Area Transportation Authority (KCATA) seeks a qualified contractor to provide a comprehensive drug‑ and alcohol‑testing program and associated occupational medical health services for its workforce. The award will be a two‑year contract with three optional one‑year extensions, covering all aspects of testing and medical examinations required by DOT, FTA, and state regulations. • Provide DOT‑compliant random selection, specimen collection (24/7/365), laboratory analysis, and Medical Review Officer (MRO) oversight for both DOT‑ and non‑DOT‑required tests. • Operate collection sites (including optional mobile clinic after‑hours) and a qualified HHS‑certified laboratory capable of handling an estimated 1,000+ drug/alcohol tests annually. • Deliver occupational medical services: pre‑employment physicals, CDL holder examinations, fit‑for‑duty exams, audiometric, pulmonary‑function, and respirator‑fit testing at a single KCATA‑approved location. • Meet strict reporting, chain‑of‑custody, and privacy requirements; submit monthly invoices and bi‑annual statistical summaries; comply with civil‑rights, EEO, and DBE/Small‑Business expectations.

Budget estimate

$300,000 – $1,000,000

No contract value is disclosed; based on the estimated annual test volumes (≈ 425 drug/alcohol tests plus ≈ 750 physical examinations) and typical industry rates ($100‑$150 per test, $200‑$250 per physical), the base‑year cost is roughly $250,000‑$300,000. Over the two‑year base term the spend could be $500,000‑$600,000, with each optional one‑year extension adding another $250,000‑$300,000. Therefore a reasonable total contract value range is approximately $300,000 to $1,000,000, depending on negotiated per‑test rates and optional extensions.
