The State of Vermont is seeking a vendor to design, develop, and implement a modern, fully digital criminal‑history‑record‑check system that replaces the current manual, paper‑based process. The solution must provide an online applicant portal, integrate with existing fingerprint and criminal‑history databases (AFIS, CCH, NSOR, FBI III), deliver secure results to licensing and law‑enforcement agencies, and meet stringent CJIS, NIST‑800‑171, and other federal/state security standards. The contract includes full‑life‑cycle services from requirements gathering through post‑implementation support, with a maximum contract term of up to five years after go‑live.
• Develop and deploy a web‑based portal with electronic fingerprint authorization, electronic signatures, and role‑based access.
• Integrate and exchange data with multiple legacy systems (AFIS, CCH, NSOR, FBI III, motor‑vehicle records).
• Provide comprehensive project‑management deliverables, security plans, testing, training, migration of legacy data, and ongoing maintenance/support.
• Meet all mandatory certifications, insurance, and compliance requirements (CJIS, NIST‑800‑171, cyber‑liability, AI usage disclosure, etc.).
• Deliver the solution by the anticipated start date of July 1 2026 and sustain it for up to 60 months thereafter.
