RFP-Mainframe Managed Services (112-2638)

The State of North Dakota is seeking a single contractor to provide full‑life‑cycle managed services for its mainframe environment. The effort includes 24×7 operations, software lifecycle management, hardware support, disaster‑recovery testing, security compliance (FedRAMP/ISO 27001/NIST 800‑53), and migration‑planning services, with a contract term from 1 Jan 2027 to 31 Dec 2028. The contractor must assume ownership of existing licenses, meet stringent security and insurance requirements, and deliver monthly status reporting and annual DR testing. • Provide continuous (24×7×365) mainframe operations, incident response, and performance tuning for z/OS, CICS, DB2, ADABAS, NATURAL, Software AG, etc. • Manage hardware (DS8910F, TS7770), storage, virtual‑tape, and Global Mirror replication across production and DR sites in Bismarck, ND. • Ensure compliance with SOC 2 Type II, ISO 27001, PCI DSS, NIST 800‑53, IRS Pub 1075, and FedRAMP (or equivalent) and maintain required cyber‑liability insurance. • Deliver annual disaster‑recovery testing, monthly status reports, and optional migration‑off‑mainframe consulting.
