Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking vendors to provide sign language interpreting services for Deaf/Hard of Hearing (HoH) individuals. The contractor will be required to provide personnel to accomplish sign language interpreting, transliterating, and sight translation services. The services will be provided on an on-call/as-needed basis in accordance with the contract line item numbers (CLINs) descriptions. The contractor must be based within a 50-mile radius of the Washington, D.C. metropolitan area and have an internal screening to ensure language fluency, interpreting skill, and ethical competence of personnel. The contractor must also maintain an adequate workforce to ensure uninterrupted performance of all tasks defined within the statement of work. Some key points to note include: * The contractor shall provide interpreter(s) to ensure full communication access for each Deaf/HoH individual. * The contractor shall provide these services with a notice of no less than three (3) business days for known and planned services. * The contractor shall provide short notice support when identified at the BPA call level, with short notice support including contractor support within 48 hour notice. * The contractor shall send confirmation of assigned interpreter(s) including name(s) and certification(s) held to the Contracting Officer's Representative (COR) at least three (3) business days prior to a scheduled event. * The COR shall provide two (2) business days-notice for necessary cancellations. * The contractor shall work with the COR to fulfill the requirements of the contract. * The contractor must be able to start performance at the time of award. * The period of performance of the BPA will not exceed the duration of 5 years. * The Government reserves the right to refuse the use of an individual interpreter provided by the contractor due to poor performance, inappropriate conduct, or any other reason based on a failure to satisfy the requirements of the BPA. * The Government reserves the right to award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. * The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. * The Government intends to evaluate quotations and award a contract without discussions with quoters.

Budget estimate

$100,000 – $500,000

It is difficult to estimate the budget for this opportunity as the document does not provide a clear estimate of the volume of work or the pricing structure. However, based on the fact that the contractor will be providing sign language interpreting services on an on-call/as-needed basis, it is likely that the budget will be based on the number of hours worked. The document also mentions that the Government reserves the right to award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. This suggests that the budget will be based on a competitive bidding process. A possible estimate for the budget could be in the range of $100,000 to $500,000 per year, depending on the number of hours worked and the pricing structure. However, this is a rough estimate and the actual budget could be higher or lower.
