Modernization Consulting and Grant Application and Administration Services

The State of Connecticut’s Department of Administrative Services (DAS) is seeking a qualified consulting firm to provide modernization consulting services, including the preparation, submission, and administration of grant applications. The contractor will work closely with the Portland Housing Authority and other state stakeholders to assess current processes, develop modernization strategies, and manage grant-related activities throughout the award lifecycle. • Scope includes process analysis, recommendation of technology and workflow improvements, and development of grant proposals. • Services cover grant administration, reporting, compliance monitoring, and ongoing advisory support. • Contractor must be able to deliver services under a “Free On Board Destination” delivery term and accept vendor‑specified payment terms. • All vendors may submit; no line‑item bidding required. • The engagement is expected to be a short‑term consulting effort, with deliverables due by the submission deadline (approximately mid‑October 2026).
