RFP27-001 Central Peninsula Landfill Cell 4 Design

The Kenai Peninsula Borough is seeking a qualified engineering firm to provide complete professional design services for Cell 4 of the Central Peninsula Landfill, including leachate collection, SCADA integration, CCTV monitoring, permitting, and construction administration. • Design a new lined landfill cell with leachate‑collection and recirculation systems fully integrated into the existing SCADA infrastructure. • Specify and coordinate SCADA hardware and CCTV infrastructure, working closely with IMACS and KPB staff. • Deliver schematic, design‑development, and construction‑document phases on a compressed schedule, culminating in full construction‑administration support. • Prepare all permitting submittals and ensure compliance with Alaska ADEC and EPA regulations. • Submit a lump‑sum “not‑to‑exceed” cost proposal along with required certifications (Tax Compliance, SAM registration, Alaska business licenses).
