and Forensic Audit Services for the Webb County Sheriff's Office

The County of Webb is seeking a qualified firm to provide forensic accounting, financial investigation, and forensic audit services for the Webb County Sheriff's Office. The selected firm will conduct a forensic financial audit to identify potential fraud, waste, abuse, misappropriation of assets, unauthorized expenditures, financial irregularities, noncompliance, internal control deficiencies, and other matters affecting the fiscal affairs of the Webb County Sheriff's Office. The firm will have access to all records, documents, financial systems, accounting records, contracts, grant files, bank records, purchasing records, payroll records, personnel records, electronic data, and other information deemed necessary to perform the forensic audit engagement. The firm will provide a comprehensive written report that includes an executive summary, scope and methodology, procedures performed, findings and supporting documentation, internal control deficiencies, compliance issues, recommendations for corrective action, and conclusions. Some key responsibilities of the selected firm include: • Conducting a forensic examination of Sheriff's Office financial records and transactions • Evaluating internal controls related to cash handling, financial approvals, procurement activities, payroll approvals, financial reporting, and separation of duties • Reviewing payroll transactions for compliance with applicable County policies, procedures, and legal requirements • Reviewing restricted funds and special accounts, including jail commissary funds, jail inmate trust accounts, federal and state asset forfeiture funds, law enforcement grant funds, and donation accounts • Utilizing forensic accounting procedures and data analytics to identify indicators of fraud, theft, embezzlement, misappropriation of funds, conflicts of interest, duplicate or improper payments, unauthorized transactions, and other suspicious financial activity • Providing expert witness services related to findings arising from the engagement, if requested by the County
