RFP 4050 - Lynnwood Rental Assistance Program

The City of Lynnwood is seeking proposals from qualified agencies to deliver rental assistance to income-eligible households in Lynnwood. The selected agency will be responsible for administering rental assistance, conducting intake assessments, and providing additional resources and referrals to households. The goal of this project is to prevent housing instability and entries into homelessness among income-eligible households. Key requirements include: • Establishing and maintaining a clear process to receive referrals and determine household eligibility • Conducting intake assessments to evaluate household financial need and identify opportunities for additional connections to resources • Coordinating directly with landlords and/or property management companies to issue timely and secure rental assistance payments on behalf of participating households • Providing, or facilitating access to, additional resources and referrals for households to better ensure long-term stability and mitigate entries into homelessness • Collecting and providing measurable, non-identifying program data to the City’s contract monitor on an ongoing basis Some of the key evaluation criteria include: • Executive Summary • Experience and Qualifications • Service Approach and Methodology • Performance Measurement • Budget and Expenditure Narrative • Cultural Competency and Accessibility • Community Impact
